Over Time

employers should tell employees about overtime earlier if they knew or expected.

it is not just because it is a duty, but also a good communication and labor relationship, that help each other to defend their rights and maximum the happiness.

Many employers may consider it is useless to say so by 2 main reasons. 1, if announced earlier, then labor can refuse or excused. 2, if say nothing, it is higher chance that labor will overtime because of avoiding direct conflict.

1, it is the employer duty to arrange the time best to avoid overtime. (that's one of the reason why overtime have higher payment than normal working hours.) employers should and must not transfer this duty to employees.

2, in fact, there is no direct conflict even by saying nothing for overtime. since, employee can simply leave on the off-time. because they have done there duty and completely fulfilled it (not applicable for task-base duty).
