Social welfare
This post start with Simpson's wisdom. Look at social welfare, most of them just gives people money, so called the "safety net", which protect people from being too poor. in some sense, it also encourage people, for give an illusion to people that they can be lazy.
i still remember an experience from UNICEF in Africa. Long time ago, around 1980s, a lot of civil conflicts or wars in africa and made people suffering. The emergency aid is sending food, water, medicine to them. However, even after the chaos, the societies cannot rebuild and UNICEF thinks, by sending food or medicine can help them, people can save themselves automatically. However, the plan run for decades but the people still suffering. what's wrong?? it is because the people don't have the skill to saving themselves. Many doctors went to Africa, but the death rate still high. it is not because the doctors did a poor jobs or not enough of doctors, it is because people don't know how to take care of personal hygiene. in chinese words, "touching the surface but not dealing with the root". Now, the policy was changed. They build schools, teaching people to drink clean water, telling them how to farm, etc. Within few years, people start to saving themselves, and become independent.
this story is similar to social welfare. by giving people money, you can save them for a while, but not for long. This philosophy applied to young adult. How about old people??
the best solution is that old people have saving. hm.... stop pension later...... people will do the best they could.......... teaching people....... learn by lesson..... medical care by government..... like police, firefighters ..... i lost my patient on typing... may be continuous later....
